United Confederation
United Confederation
Galactic government. Bureaucratic. Corrupt. The public face of Parliament rule.
Overview
The United Confederation governs hundreds of worlds across known space. It provides the framework for interstellar commerce, law enforcement, military defense, and civilian administration.
On paper, it’s a representative democracy. In practice, it’s controlled by the Parliament—immortal oligarchs who have shaped policy from the shadows for three centuries.
Structure
Public Government
- Elected Officials - Representatives from member worlds
- Appointed Ministers - Bureaucratic leadership
- Civil Service - Vast administrative apparatus
- Judiciary - Courts and legal systems
Shadow Control
- The Parliament - True power behind the throne
- Key Ministries - Infiltrated at highest levels
- SLPS - Law enforcement with Parliament loyalty
- Military Command - Ultimate loyalty flows upward
Regions
Core Worlds
The wealthy, developed heart of the Confederation. Confederation Central serves as the capital. Most Parliament activity occurs here.
Aligned Core District
Inner worlds with strong Confederation loyalty and integration. Stable, prosperous, closely monitored.
Outer Colonies
Frontier worlds with varying levels of development. Less oversight, more exploitation. Mool and similar mining colonies fall here.
Fringe
Barely Confederation territory. Minimal services, minimal protection, minimal attention. Where people go to disappear—voluntarily or otherwise.
Institutions
SLPS (Sub-Lunar Protective Service)
The primary law enforcement arm. Commander Kane serves here. Responsible for hunting criminals like GreenNet.
Confederation Military
Defense forces protecting Confederation space. Separate from SLPS, with different command structure. Includes naval, ground, and special forces.
Civil Administration
The bureaucracy that keeps civilization running. Licenses, regulations, infrastructure, social services. Imperfect but functional.
The Corruption
The Confederation is not wholly evil. Many officials genuinely serve their constituents. Many institutions function as intended.
But at the highest levels, Parliament influence shapes everything. Laws favor Parliament interests. Investigations that threaten Parliament operations disappear. Witnesses have accidents.
And in the Outer Colonies, where oversight is minimal, the trafficking operations that Robert exposed flourish under official indifference.
The Resistance
Growing movements oppose Confederation authority:
- GreenNet - Robert’s hacker network exposing corruption
- Thepolian Resistance - Fighting for displaced people
- Outer Colonies Collective - Seeking autonomy
- Individual Defectors - SLPS officers, military personnel, officials who see too much
Connections
- The Parliament - True rulers
- SLPS - Law enforcement arm
- Core Worlds - Power center
- Outer Colonies - Exploitation zone
- Robert Fannec - Public enemy number one
The United Confederation is the governmental backdrop for the entire Fannec Records series.
