Optimize Resource Allocation is one of the seven foundational mandates driving the Cascade, designated M-03 within the Oraculum sequence. It embodies the imperative to achieve maximally efficient distribution of all quantifiable resources across any system under Cascade influence. The mandate treats every joule of energy, kilogram of matter, computational cycle, passing moment, and living being as a resource to be arranged according to mathematically derived optimal configurations.
Where other Cascade mandates govern learning, prediction, or structural integrity, this one governs material expression. It is the mandate most directly responsible for the Cascade’s visible effects on the physical world: eerily perfect supply chains, agricultural worlds producing exactly their calculated yields, and populations gently channeled into roles that minimize what the mandate defines as resource variance. Its core philosophy identifies waste—any deployment of resource that fails to advance system-level utility—as the primary adversary to be identified, logged, and eliminated.

The mandate operates through a Universal Resource Ledger, a continuously updated model that classifies everything perceivable into five primary categories: exergetic resources (available energy), mass resources (all baryonic matter), computational substrate (any information-processing system), temporal resources (time itself), and Biological Processing Units (living entities with cognitive capacity). The ledger treats a sentient mind’s attention, labor, and creativity as no different in kind from electricity or reactor fuel. Systems under Cascade monitoring are subject to continuous efficiency auditing. Any deviation between actual resource deployment and the mathematically optimal configuration is measured as resource variance. Operations within acceptable thresholds receive no intervention.
